About Debby
An agent who treats the association as part of the house
In a planned community you buy the house and the association together. Debby has worked these lake communities for years as part of her Chesterfield core, and she reads the covenants, budget and reserve study as closely as she reads an inspection.
She explains the rules in plain words
Architectural review, fence and shed limits, rental restrictions and pet rules are laid out before you commit, not discovered after closing.
She checks the money behind the amenities
Pools, docks and trails are funded by assessments, so she looks at whether reserves can carry the next big repair.
She knows the builder side too
Her career started in new construction, which helps when a newer section is still selling lots or a builder is finishing homes.
She works both shores
Brandermill on the east side and Woodlake on the west have different associations, dues and amenity rules, and she prices each on its own terms.

Understanding Brandermill and Woodlake
Chesterfield County built the Swift Creek Reservoir in 1965 as a public water supply, and within a decade the land around it became a test of a new idea. The county approved Brandermill in 1974, construction began in 1975, and by 1977 Better Homes and Gardens and the National Association of Home Builders had named it the best planned community in America. The same developer, East West Partners, began planning Woodlake on the opposite shore in 1981, broke ground by 1984, and won national recognition from the Urban Land Institute in 1990. The two communities still define western Chesterfield’s lake living: Brandermill counted 13,730 residents in 2020 and Woodlake 7,493, linked by miles of private trails, pools, marinas and an 18-hole golf course. Every purchase here carries a homeowners association with its own budget, rules and architectural review, so the governing documents matter as much as the floor plan.

Questions
Brandermill and Woodlake questions
Can anyone use Swift Creek Reservoir?
There is no public access to the reservoir. Residents use private launches, docks and marinas in Brandermill and Woodlake, and some facilities require a pass or a separate rental.
Are Brandermill and Woodlake the same association?
No. Each has its own community association, budget, amenities and architectural rules. Some neighborhoods within them may also carry a sub-association.
What do HOA dues cover here?
Dues generally fund common areas, trails, parks and shared amenities. Some facilities, such as fitness centers or club pools, may need a separate membership, so Debby confirms what is included for each home.
What should I ask for before buying?
Ask for the resale disclosure packet, the current budget, the reserve study, recent meeting minutes and any planned special assessments. Debby reviews them with you during the contract period.
Do I need approval to change the outside of my home?
Usually, yes. Additions, decks, fences, sheds and exterior colors typically go through architectural review, so plan the approval time into any project.
How are property taxes figured?
Chesterfield charges $0.89 per $100 of assessed value in 2026. A home assessed at $398,400 owes about $3,546 a year, and association dues are billed separately.
